CD Cover and Insert Design

I am releasing a CD, and still have not found someone who can design what I want in a price range i can afford. Ideally I am looking for someone who can design me a CD cover, a label for the CD, an insert for the CD and a back tray card. All of them would be similar so it really would only be 1 main design. I have several ideas in mind, and the person that takes on this job would have to be good with an animated or grafiti like style of design. I'm more concerned with the Cover than the rest but I think if you are able to do the cover youd be able to do the rest to. You would have a good ammount of creative freedom with this work, actually I'll describe the idea of the album and knowing that I want it to be done in a comic book/cartoon type of way perhaps you can even shoot out ideas you have. The album is called the 7 year plan, it is an album about the choices both good and bad someone faces when off to college and on thier own for the first time. The album deals with things such as laziness, drug problems and just general life problems that can derail you in your attempt to graduate. In my mind I am thinking an album cover that expresses either the idea of making the wrong choices early on, or that shows the frustration of not being as successful as you expected for yourself, all relating to college of course.
