I want a website in PHP and mysql with the following functions:

The site is for the german market, but the development language and the first website language should be in english. I will translate it by myself when everything is finished.
The purpose of the site should be:
1.) a owner of a property should be able to register his house, flat, land for sale or for rent. just a very basic input field pictures, descriptions, location, plan and expected price.
2.) the above listing should then go out to real estate agents and the agents should be able to bid on the listing. the bidding price is the comission the real estate agents will get when he sold or rented out the property.
3.) after X days the owner can then select a real estate agent that he thinks is best for the property.
4.) there should be a section on the site where real estate agents can register, based on zipcode.
5.) the monetization mode of the site is to "sell" property leads to reat estate agents. in the beginning we want to charge a fixed fee for a successful mediated property.
Within this project I want someone who can do 3 things:
1.) build mockups of all the pages in a way that the user experience is optimal
2.) design the site, CI, logo and all the copy for the site
3.) code the site incl. email functionality
Please note that this project covers only part 1 and 2 - optionally part 3 but first we need to have a better understanding whats needed and how complicated some things might be.
