Build a Website

Hi, I am looking to create a website, it should be in php, with mysql. It is a cooperative website, there will be two sections, one where Companies will share forms of payment of common clients and another where companies can ask about suspicious possible future clients. There will be also "Common Users" that will only be able to see the information, they can make questions, and receive answers but they can not add information. There will be three different logins: 1- Admin login: 1a: will be able to administrate all the website. 1b: can administrate companies (Add, Suspend, Delete, Update) 1c: can administrate users (Add, Suspend, Delete, Update) 1d: can administrate forms of payment of common clients (Add, Delete, and there should be an option to merge diferent registers) 1e: can administrate suspicious possible future clients (Add, Delete) 1f: can administrate Reasons (Add, Suspend, Delete, Update) 2-Company Login: 2a: can administrate users (Add, Suspend, Delete, Update) 2b: can administrate forms of payment of common clients (Add, Delete) Only Theirs.(when viewing all forms of payment, if they find one they know, they can add their information) 2c: can administrate suspicious possible future clients (Add, Delete) Only Theirs 2d: Can see forms of payment, and ask questions. 2e: Can see suspicious possible future clients, and ask questions. 3-Common User Login 3a: Can see forms of payment, and ask questions. 3b: Can see suspicious possible future clients, and ask questions. Forms of payment will have these fields: -Unique Code form of payment CUIT: is a text with 20 characters Razon Social: is a text the name of company 255 characters Fantasia: is a text the commonly name of the company 255 characters Direccion: is a text, 255, characters Details of Form of payment table: -Unique code for detail -Unique Code form of payment Reason: it should be linked to another table Reasons Observaciones: is a memo field with observations added by the company. Table Reasons: -unique code -Reason is a text 255 characters suspicious possible future clients: CUIT: is a text with 20 characters Razon Social: is a text the name of company 255 characters Fantasia: is a text the commonly name of the company 255 characters Question: is a memo field with observarions added by the company. once created a register in this table, a message should be created for every other company and send an email each company can decide if they receive these emails once per every mesage, once a day with all, once a week, or no emails, but when the company enter the website, there should be a section that lets know that there are messages pending.
