Due to the change of bid system at freelancer.com, they ask freelancer to submit the project proposal at the time of bid. But it is not the right way, initially we can go through the requirements but we definitely need to spend time to write the proposal. Also they provide no place or private message unless you contact us, therefore we cannot submit the portfolio, examples site and our creative work. Also we do not post the portfolio and work examples publically to avoid other people copying it and claiming as their own. Hello sir, Reference your inquiry we are pleased to inform you that we have grab the basic outline and flow of the project. we would like your clarification the point "data that creates cicles that is visual representation of the data". what do you mean by creating circles, will it be a animated gif file or we will have to represent the reading via some charts and graphs so that the user can keep track of there monthly usages.
