Cartoon Style Flash Banner required

My client is looking for a simple cartoon like flash banner (980px x 200px) creating for his website. To fulfill the requirements you will need to be able to draw cartoon like images from a sketched design (see attached). The banner will need a couple of moving parts to it but nothing too complicated. Once completed I will require the source files so that simple changes to colour etc can be made by myself.
