asp.net web config update

I have 1000 urls that are being moved. I'd like a simple way to enter the broken urls in one column and the new location in another. Then, I need to generate the entries in this format:

<location path="broken path after the domain name">

<[login to view URL]>

<httpRedirect enabled="true" destination="new URL full [login to view URL]" httpResponseStatus="Permanent" />

</[login to view URL]>

</location>

this should take minutes for a properly skilled person. Need this done asap.
