I'm a mechanical engineer, designer, modeler and inventor with over 15y experience in designing, modeling and effective manufacturing of different products, devices and systems which spans across multiple industries.
As far I could imagine, you want a "sipping" device which to be attached to a can (of beer, cola, soda, etc) which to allow user to sip and not spill the drink.
From your description - which lack of several important elements, is necessary that the hollow needle which make the hole in the can to have an oposite hollow needle in order to allow air get into the can and to avoid creating the low pressure situation, when the liquid will stop spill.
In order to create this, you gonna need a gasket which to seal the can into the cylinder, both hollow needles to have a check valve, and both needles to punch the can simultaneously.
If I understood correctly the demand of the project, I can do it in the most profesional manner, and make sure it will work flawlessly when launched in production.
