Circuit design for simulation and PCB design

I want a working circuit design for a project (description below). It should work on some simulation software (eg multisim) so I can make sure it is what I want.
The quality and detail level in the design should include PCB design and component layout for manufacturing.
The project:
LED matrix display 8x8 (although we will use only 7x7) with MAX7219 led driver.
There should be 51 possible states:
1-49) Leds number 1 to (N-1) ON, Leds number (N+1) to 49 are off, led number N is blinking,
50) All leds are on.
51) All leds are off
That is, state number 23 for example, leds 1-22 ON, led 23 Blinking, leds 24-49 are off.
There should be on/off switch. There should be a click button to go to the next state.
So when you turn on the circuit, the first led is blinking and all the rest are off. You click the button, the first led is ON, led 2 is blinking and the rest are off. And so on.
Of course we will use some memory component and a counter.
The MAX7219 has 3 inputs: Din, Clk and Vcc.
