Convert large xlsx file to csv and clean data

I need this file converting from xlsx to csv (comma separated value):

In addition, I need a copy of the csv with the following processing:

1. Delete all rows where "PW_UNIT_OF_PAY" is not equal to "Yearly (YR)"

2. Delete all rows where "WAGE_UNIT_OF_PAY" is not equal to "Year".

3. Delete all columns apart from EMPLOYER_NAME, JOB_TITLE, and WAGE_RATE_OF_PAY_FROM

Deliverables (2 files):

1. Direct conversion of xlsx to csv file

2. Cleaned up version of csv according to above instructions.
