Data entry with Barcode Scanner Macro/Formula for Excel

I need a Macro allowing us to record entries into a spread sheet via barcode reader. The 3 items are Sales Order Number which is 7 numbers, Part Number which can vary from 7 to 20 alpha numeric values, and a Serial Number that begins with a letter followed by 8 numbers. The goal is to have one spreadsheet recording the Sales Order, the Part Numbers shipped, and the Serial Number for each product shipped. I would like to have the file open to the first open cell on row A. Scan the Sales Order No. and tab to column B for the Part Number and then tab to column C for the Serial Number. If I am shipping 10 of the same item, I would like to then scan the next 9 serial numbers with the Macro back filling the Sales Order No. and the Part No. 9 additional times. If a Part NUmber is scanned, the sales order would back fill and tab to serial number column for data entry. When a new Sales Order number is scanned, the Macro would then go back to the next empty cell in row A. It might be nice to have a date automatically populate in column A and move the above over one column. I have never hired a Freelance Programmer before and have no idea of your time requirements to do something like this. Flat fee or hourly is fine with me with reasonable estimate.
