Convert Delphi DLL to ColdFusion CFC Code

I wrote a Delphi 6 ISAPI DLL and it has been running pretty well. I need to switch to a 64-bit IIS environment and we rather use ColdFusion 9. I need someone that can interpret the Delphi 6 ISAPI DLL code and generate the corresponding ColdFusion code. The Delphi DLL will take 2 string parameters and return a 4-row query with 4 columns. The ColdFusion code will connect to an SQL database to fetch filtered data and generate the return query based on a custom algorithm.
