Im good at .net and c# I handled the projects of similar types before even..............................

Good evening, In order to provide a more accurate bind and delivery moment, all the details should be received from your side. At a glance seems to be something easy to implement, when you reach a certain area (mouse over a surface/control) the tooltip will be shown on top of this section. I've already implemented more complex windows applications for other customers (including tooltips). This means that I have the technical background in order to successfully deliver this project.
