Communication application for FTP between Linux / Win

Hi, I need a communication application built for file transfer between two systems, a linux server and a windows machine. The system should work like this: There must be made a monitored/watch folder on both the linux box and the windows machine, both with incoming and outgoing subfolders. My CSV files will be generated into these folders based on action. If there's a file in the server watch folder for outgoing files the application should immediately transfer the file to the windows machine incoming watch folder, then delete file if successful transfer. If there's a file in the windows machine watch folder for outgoing files the application should immediately transfer the file to the linux box incoming watch folder, then delete file if successful transfer. If transfer either way is failed (interrupted / aborted / ++) then the application should retry after a given time interval. In addition, the windows machine is on ADSL connection. The connection will sooner or later drop and reconnect with new external IP. There must be made an application on the windows machine sending a signal to the linux box updating the connection IP. For security reasons the file transfer must be done via SFTP, on non-standard ports. Please see attached illustration. Be aware the linux box does not run any GUI.
