auction management tool (non-ebay) - programmer needed

Okay we need an auction management tool similar to the following program which can be downloaded here: [login to view URL] I suggest you download the program and read the “user manual” from start to finish just to see how the program works and what is required of you. We need our own program like this with our own logo and branding, but without it looking the exact same, so all the layout must be changed. A couple of important notes: 1. The program will not be designed to work with ebay, but for another auction site. 2. Some of the features of the program must be changed to work with the different auction site 3. Freelancer will hand over all copyright rights to the program to us, and must not try and sell the program or duplicate it in anyway. 4. The program must have some security features installed to prevent it from being used from non-registered users (this can be discussed in further detail later) Payment & Requirements * The maximum time period for completion of this project is 90 days since the date the freelancer is accepted for the project. This is the serious deadline, we can allow a maximum of 14 days after this date but no more after that. If the freelancer doesn’t finish the project in the required time, we will cancel this project and they will not be paid. Payment Schedule: 25% upfront 25% after 1/3 of the program has been complete 25% after everything has been complete besides a couple of small fixes/bugs Final 25% once the program is 100% complete and has been test by us. Payment will be made using the escrow service on this site Other Requirements of Freelancer *Must have a rating of atleast 1+ *Must be very fluent in English reading/writing *Must have a fast internet connection cable/dsl/satellite *Must be able to be contacted using Skype, or some other internet voice-chat program *Highly experienced in the area of programming and program security such as preventing users from falsely using the program.
