Create Windows program to batch install Android apps to tablet

We have 200 tablets for our school. We need to remove the junk software and install about 10-15 apps. We don't have time to uninstall one by one, then install one by one. We have tried to run some windows programs online but none of them work. The tablets are 7in Android 4.4, but we do have some that are 10in also so the program must work for all tablets.
