Address Book in Classic ASP

I need an address book incorporated into my current website, along with a login area for members. The site doesn't currently have a login area so that will need to be added. The address book will feature users being able to create an address list and also email groups based on their user email list. Then they will be able to go in and check who they will be sending the email to, weather its one person or 50 people. I will need the checkboxes of the email addresses they select to automatically fill in a textbox field that will be used as the "To:" field. I will supply the layout/website colors to the winning provider. I have attached an excel file that is a rough draft on how I need the address book to look. My budget is $100 or less and I prefer to pay through paypal. I will not pay before the project is started, but I will make periodic payments as progress is made.
