CSV file to Javascript/CSS menu

I need a script that i can call in an html page, that will take the values of an csv file and display the html. The call should be a javascript call like this jsMenu([login to view URL]) as you can see the value it should take is the location of the csr file. it will them output the html, please look at the file attached. this is how the output should look like. I am avialable via skype if you need more details but should be straight forward. csr file contains 4 columns. categoryid - use to id the main category, and used for links parentid - use to find the parent category. a value of "0" means this is the top most category categoryname - name of the category categoryorder - in what order should they display, within there parent category. please ask questions if you have them. This is going to run on a windows server, you can only use ASP and javascript. NO PHP, PEAL, CGI, etc.
