Debt Management Software/Website

We are a debt management business looking for a new website/database to store all our clients details securely and run their ongoing accounts. I am unfamiliar with programing etc so would welcome all opinions. We have numerous consultants that operate across the country that would need to be able to access the database from multiple locations. The users must have various security levels enabling the consultants to only view and edit client details that they have input whereas managers should be able to view and edit everything. The database will need to include not only equations as well as mail mergers that would print letters immediatly from the database with the clients details input but also MUST be able to create unique reference numbers for each client. The letters will need to be stored in a centralised letter bank accessible through the databse. I must be able to scan paper documents into the software and save it to clients files so they can be accessed digitaly by the consultants from anywhere. There must be a screen that will allow me to input the refernce number and amount of a payment and the database will automaticaly register that that client has paid for that month. Because we process payments for each client every month there must also be a calendar function that will alert me on a daily basis to any payments that are due to go out on behalf of each client. We would also reguire a client login that would allow clients to download the papewrwork we require and post it to us.
